Why Are Beer Sales Rising In Karnataka? What The Latest Excise Data Shows

Beer sales in Karnataka have seen a sharp upturn in 2026, with the latest excise data showing a 41.32% increase in the first six months of the financial year. Beer sales have clearly increased, whereas IML sales have remained fairly flat. This has led to questions about the pricing of alcohol and changing consumer preferences in the state.

The increase follows Karnataka introducing a new framework for the calculation of excise duties in May 2026. Some beer prices have come down, and certain categories of spirits have gone up in price as a result, leading to a significant shift in the state's alcohol market. What do the latest numbers tell us, and why are beer sales picking up so rapidly?

Karnataka Beer Sales Rise 41.32% In Six Months

According to Karnataka Excise Department data, beer sales have risen from 195.27 lakh cases in April–September 2025 to 275.96 lakh cases in April–September 2026 . Beer is now one of the fastest-growing segments in the state's alcohol market.  The July to September quarter saw even more robust growth. Beer sales increased from 84.63 lakh cases in 2025 to 126.68 lakh cases in 2026. The growth was particularly strong in the second quarter, following the introduction of Karnataka's revised excise framework.

Why Are Beer Sales Increasing In Karnataka?

One of the main drivers of the increase has been Karnataka's decision to overhaul its alcohol taxation regime. On May 11, 2026, the state introduced an Alcohol in Beverage (AIB)-based excise system, which effectively ties the tax to the amount of pure alcohol in the beverage. This has replaced many features of the previous system, which was based largely on volume and price bands.

The impact has varied across different types of alcohol. Some of the milder beers and lagers have seen their prices go down, which is a positive for consumers. Some of the high-ABV IMLs have actually gone up in price. It may be that this is resulting in people buying more beer, though existing sales data does not prove that a particular number of drinkers have moved from spirits.

What Is Karnataka's New Alcohol-in-Beverage Tax System?

Karnataka's alcohol-in-beverage tax regime is based on the amount of pure alcohol in the product. The number of excise slabs has been reduced from 16 to 8, and the state has also moved away from several government retail price controls, giving manufacturers much greater freedom to set their own prices.

The policy has had very different effects across the market. Some lower-ABV products and premium spirits have become cheaper, whereas certain mass-market spirits with higher ABV have actually seen their costs go up as a result of the tax. Industry reports indicate that prices for some beer products have fallen by around 20–25%, though the actual reduction will vary by product, brand, and retailer.

Beer Sales Grow While Indian Made Liquor Remains Almost Flat

The beer versus Indian-Made-Liquor comparison is quite dramatic. IML sales from April to September 2026 were up just 1.14% , while beer sales in that period were up by over 41%. The difference was also evident in the July to September quarter. IML sales rose from 169.12 lakh cases in 2025 to 171.69 lakh cases in 2026. Beer volumes increased by 49.69% in the same period, again underscoring the divergent sales performance of the two categories after the taxation changes.

What Does The Increase Mean For Karnataka's Excise Revenue?

Although beer sales saw a sharp uptick, the increase in excise revenue was much more modest. Karnataka's total excise receipts for the April–September 2026 period were around Rs 22,191 crore, compared to Rs 19,570 crore for the same period in 2025. That's an increase of around 13.39%. Beer revenue rose from INR 2,836 crore to INR 3,377 crore, and IML revenue rose from INR 15,376 crore to INR 17,424 crore. This shows that higher beer sales volumes do not necessarily lead to a proportionate increase in government revenue.

Why Is The Liquor Industry Questioning Karnataka's Tax Policy?

The CIABC has expressed concern about the impact of Karnataka's revised excise system, the industry as a whole believes that increased taxation on certain mass-market spirits will add to the consumer burden and could, in fact, lead to a reduction in demand in those categories. CIABC has also highlighted the disparity between beer's rapid sales growth and IML's contribution to additional excise revenue. In the July–September 2026 quarter, IML generated about INR 1,064.52 crore in additional revenue, compared to INR 228.57 crore from beer. CIABC estimates that IML accounted for about 82% of the additional revenue in that quarter from these two categories, despite its volume growth being by far the slowest.

What Does This Mean For Beer And Liquor Prices In Karnataka?

For the consumer, the most obvious impact of the revised excise structure is the difference in prices between the various alcohol categories. Some beer products will be cheaper, and some budget spirits will be more expensive (due to their higher alcohol content). The price changes are not uniform, and the final retail price will still be determined by the brand and the manufacturer's pricing.

The policy could also impact future buying patterns. A consumer comparing beer to cheaper spirits may find that their normal range of products has changed in price. On the other hand, some premium spirits could become more accessible. Further sales data will reveal whether this has actually resulted in a shift in consumer demand.

Does Higher Beer Consumption Mean Lower Alcohol Consumption?

Beer generally has a lower percentage of alcohol than spirits, but that doesn't necessarily mean that drinking beer results in lower alcohol consumption. The amount of pure alcohol you consume depends on both the strength of the drink and the amount you consume.

A 30ml serving of spirits at 42.8% ABV contains roughly the same amount of pure alcohol as 255ml of beer at 5% ABV. The health risks also depend on how often you drink and your pattern of consumption. The Karnataka tax debate is therefore not simply about price and revenue; public health is another dimension of the discussion.

Summing Up

Karnataka's latest excise numbers show a significant increase in beer sales, the Alcohol-in-Beverage scheme, the reduction in the price of some beers, and the increase in the price of some spirits are all factors that need to be taken into account to understand the extent of this growth.

However, the figures indicate that an equivalent increase has not kept pace with beer's rapid sales growth in excise revenue. With industry leaders questioning the impact of the new tax structure, the Karnataka market is likely to remain under the microscope for some time. The market is clearly changing, but it will take a longer period to determine whether the increase in beer sales is a sustained trend.
